Many farmers are pondering what to do in the future\u00a0\u2013\u00a0new investment,\u00a0maintenance\u00a0or downsizing?\u00a0From\u00a0Ruralis\u2019s\u00a0Trend survey in 2020, we know that 27 per\u00a0cent of farmers have invested more than a million kroner in buildings,\u00a0machinery\u00a0or other\u00a0infrastructure\u00a0over the past five years. There is a lot of uncertainty, even if\u00a0the investment\u00a0turns out to be\u00a0financially justifiable. A farmer in one of our studies\u00a0asked:\u00a0\u201cPolitics is changing, what should I do?\u201d\u00a0The farmer expressed a strong\u00a0desire\u00a0for greater operational development, and a constant\u00a0guilty\u00a0conscience for not\u00a0making it happen.<\/span>\u00a0<\/span><\/p>\n

Farmer protests\u00a0and breakdowns\u00a0in this year\u2019s agricultural negotiations have pressured the political opposition to promise income growth\u00a0in agriculture. September\u2019s Parliamentary elections\u00a0will be exciting, especially for those farmers who are considering whether to invest in upgrading their\u00a0operating apparatus.<\/span>\u00a0<\/span><\/p>\n

Political\u00a0conditions and subsidy schemes are important, but\u00a0they\u00a0aren\u2019t\u00a0the only\u00a0questions\u00a0that matter. Farmers and the resources on the farms\u00a0vary, and so\u00a0do\u00a0the trade-offs\u00a0between\u00a0what is important to the individual farmer and\u00a0to\u00a0their\u00a0household.<\/span>\u00a0<\/span><\/p>\n

Building a new operating building, for example, has a longer perspective than a parliamentary term or\u00a0two. It is almost impossible to know what the right solution is in the long run, but the farmer’s advisers should contribute to it being the best possible\u00a0decision\u00a0based on what one knows and can imagine. With advisers here, I\u2019m\u00a0thinking not only\u00a0of the traditional advisers who like to have\u00a0\u2018adviser\u2019\u00a0in their title, but also more broadly\u00a0of\u00a0neighbouring farmers, sellers of equipment and others.<\/span>\u00a0<\/span><\/p>\n

How can\u00a0advisors\u00a0contribute? Colleague Gunn-Turid Kvam and I, together with partners in 12 other countries, are conducting a study on the challenges for long-term advice in European agriculture.<\/span>\u00a0<\/span><\/p>\n

In Norway, we have limited the survey to sustainable milk production in Tr\u00f8ndelag over the next 25 years. What can such a production look like? Production must be sustainable in an environmental, social and economic sense. This is assessed in the areas of production and technology, economics and the market, climate change and the environment, as well as regulation and social conditions.<\/span> \u00a0<\/span><\/p>\n

\u201c\u00a0September\u2019s\u00a0Parliamentary elections\u00a0will be exciting, especially for those farmers who are considering whether to invest in upgrading the operating apparatus.\u201d<\/span><\/i>
\n<\/span><\/p><\/blockquote>\n

We envisage a production with a professionally strong environment that uses new technology adapted to the region. The\u00a0dairy\u00a0industry is making strong efforts\u00a0to reduce greenhouse gas\u00a0emissions, but\u00a0is still experiencing climate change that requires adjustments in daily operations. We also\u00a0observe\u00a0that society and the consumer market require changes both in terms of how\u00a0milk\u00a0is produced and in\u00a0what\u00a0volume,\u00a0to which\u00a0the industry must adapt. At the same time, we assume that milk production maintains a total volume and a decentralized structure so that the industry still has\u00a0still has a local policy significance.\u00a0<\/span>\u00a0<\/span><\/p>\n

We have not gone into detail\u00a0about\u00a0how such\u00a0dairy\u00a0production should be created. There must be changes in\u00a0a number of\u00a0fields, including agricultural policy. It is hardly the most\u00a0straightforward\u00a0vision, but we believe that\u00a0milk production must\u00a0look\u00a0something\u00a0like this if it is to be sustainable. The point in this context is to take a closer look at the role of advisory services if\u00a0this\u00a0kind of\u00a0agriculture\u00a0is the goal\u00a0for a couple of decades to come. It is mainly farmers and advisers who have given assessments.<\/span>\u00a0<\/span><\/p>\n

We ask what the challenges are in the long run, and how counselling can help solve them. We anticipate that there will be significant innovations, and that some\u00a0individuals\u00a0will take the lead in adopting the innovations, new technology, alternative operating\u00a0methods\u00a0and new knowledge. We can call these\u00a0\u201cpioneer farmers\u201d, and they take on a testing\u00a0role on behalf of the majority. The advisers have to differentiate between these\u00a0two\u00a0types of farmers.<\/span>\u00a0<\/span><\/p>\n

From the Norwegian part of the survey, we can\u00a0bring\u00a0out a preliminary point. It is pointed out that a particular challenge for pioneer farmers is to choose the right technology and thus avoid\u00a0wasteful\u00a0investments. The technology also needs to be adapted\u00a0to the farmer and the farm\u2019s resources. Technology here can be, for example, machine line or feed line.<\/span>\u00a0<\/span><\/p>\n

The study highlights\u00a0that the advisers must be able to see the totality of finances, social sustainability, the use of technology and the use of natural resources.\u00a0Advice based solely on one factor\u00a0is liable to be flawed. This\u00a0plurality\u00a0requires complex advisory groups around the manufacturer.\u00a0To an extent, we have seen such advice before\u00a0\u2013\u00a0for example in farm councils, where specialists sit down together and\u00a0examine\u00a0the farm\u2019s resources and those of\u00a0households\u00a0as a whole.<\/span>\u00a0<\/span><\/p>\n

Furthermore, the advisers should contribute to disseminating experiences and knowledge about new technology and\u00a0its\u00a0sensible use.\u00a0The farmer learns in collaboration with colleagues and therefore it is important to facilitate experience sharing.<\/span>\u00a0<\/span><\/p>\n

Good advice to pioneer farmers\u00a0\u2013\u00a0in the form of developing a decision-making basis together\u00a0\u2013\u00a0can help\u00a0the majority of\u00a0farmers when they\u00a0come after\u00a0and have to make their\u00a0own\u00a0choices. Advisers, including neighbouring farmers, are important mediators and supporters\u00a0in this respect.<\/span>\u00a0<\/span><\/p>\n
