The situation for relief workers is an interaction between the farmer, the relief/agricultural substitute and the regional relief service organisation. There are a number of external factors that influence this interaction, such as geography and the agricultural production structure, demography, education and skills development, economic development and the farming’s reputation. The main aim of this project is to obtain knowledge and proposals on how access to competent workers to relief service for farmers can be strengthened. The study will provide knowledge about the farmers’ need for sufficient access to competent workers to the relief service, about what affects the recruitment of workers, about the organization of the relief service organisations, and the costs of the schemes and propose measures to strengthen the recruitment and access of workers to the relief service. The study will be based on interviews (key informants and relief service organisations), focus group interviews at agricultural/nature high schools, statistics, surveys of farmers and relief service workers. The study is carried out by a composed research team from Ruralis.
